BRUKSEL- Autori i vrasjes në gjykatën e Brukselit nuk është shtetas shqiptar. Lajmi është dhënë sot nga mediat e huaja, të cilat sqarojnë se autori që ekzekutoi gjykatësen dhe kancelarin e saj është një iranian.

Gjithçka është sqaruar nga policia belge, e cila ka bërë edhe ndalimin e autorit e më pas është bërë publik shtetësia e autorit që qëlloi me armë zjarri në fund të seancës gjykatësen dhe kancelarin.

Sipas të dhënave të policisë, ai është një 47 vjeçar, por nuk është bërë me dije identiteti i tij.

Dje, fill pas krimit, gazeta franceze "Le Monde" në faqen e saj online, duke iu referuar të dhënave paraprake të ngjarjes raportonte se autor dyshohet te ishte nje shtetas shqiptar.

"Një gjykatëse dhe një referent u qëlluan në sallën e gjyqit, në zemër të kryeqytetit belg. Një person hyri në sallën e gjyqit, qëndroi aty e pastaj në fund të seancës qëlloi nga afër me armë gjykatësen dhe kancelarin e më pas u largua"- shkruan Le Monde, duke cituar Ministrin e Drejtësisë.

SHBA: Gjashtë vjeçari nga Shqipëria, një gjeni i vogël i boksit

Goditjet e tij janë të forta, lëvizjet të shpejta dhe mbulimi i shkëlqyer.
Një djalë i vogël nga Shqipëria po shfaq talent të pazakontë në sportin e vështirë të boksit. Ai quhet Brendon Pllumaj, është vetëm 6 vjeç dhe jeton në Michigan.
Prindërit e tij janë nga Shkodra dhe kanë shpresa të mëdha se djali i tyre do të hyjë një ditë në figurat e boksit profesionist botëror.
Brendon duket si një fëmijë i zakonshëm. Ai luan, vrapon dhe shpreh kurreshtjen tipike të një 6-vjeçari. Por ai ka diçka që mund quhet e pazakontë, dashurinë e madhe për boksin. Ai ka aftësi që i kalojnë ato të një fëmije.

Goditjet e tij janë të forta, lëvizjet të shpejta dhe mbulimi i shkëlqyer. I ati i Brendonit, ish boksieri Kledi Pllumaj, ishte bashkë me të në studiot e Zërit të Amerikës në Uashington. Brandon stërvitet nga boksierë profesionistë. Craig Coverson ka qenë kampion i peshës së lehtë. Dëshira e djaloshit për boksin filloi kur ai ishte 3 vjeç. Në moshën 5 vjeç fitoi çmimin Gjeniu i Vogël. Para pak ditësh menaxherët organizuan një takim me legjendën e boksit Joe Frazier.
Brandon dëgjoi shumë këshilla nga Smoking Joe, i cili njihet për fitoren në betejën e shekullit, siç u quajt ndeshja me kampionin e të gjithë kohrave Muhamed Ali në vitin 1971. Pastaj i dhuroi atij një portret të Nënë Terezës. Brendon ka dëshirë që në të ardhmen t’i provojë forcat e tij në një ring të Shqipërisë. "Sepse unë kam lindur në Amerikë por kam gjak shqiptari," thotë ai. I ati, Kledi beson se Brendon jo vetëm që do bëhet kampion i botës, por edhe i të gjitha kohrave.

"An Albanian-American Dream: From hardship to Nobel Prize"

In the oak paneled Robert F. Furchgott Library full of manuscripts and scientific devices encased behind glass that only a scientist could appreciate, SUNY Downstate Medical Center welcomed Nobel Laureate Dr. Ferid Murad. For me, and many of my colleagues, this was a dream come true: we were about to meet a Nobel Laureate! However, this meeting held a deeper meaning and significance than just the adrenaline rush of being in the presence of this sage.

Besides our mutual love for science and medicine we shared a greater commonality: our Albanian heritage. Dr. Murad recants his humble roots by explaining “My father was a shepherd with only a fourth grade education yet he spoke seven languages and was a hard worker who came to this country to seek a better life”. Despite of our differences in age and experience, our histories paralleled each other as it does for so many first generation Americans.

His story reminded me of my parents, who also arrived on U.S. soil with no education, money, or certainty of what lay ahead of them. They just took a risk in the hopes of creating a better future for my brother and I. The case of Dr. Murad is the epitome of many American success stories. He not only became a scientist, doctor, and pharmacist, but he became one of the best. What is not so obvious, are the sacrifices and hardships that he encountered along the way while pursuing his passion of science. “In order to put food on the table for my children, I had to sell a pint of blood every so often”, describes Dr. Murad of the days gone by many years ago when he was an aspiring young scientist with many household obligations.

Benevolence is not an intention but should rather be an obligation. This notion is held near to my heart since it is not only a mere belief, but also testament to attaining my dream of becoming a doctor. Dr. Murad demonstrated this ideal by explaining to us how he helped his nephew, now a practicing surgeon in Skopje, Macedonia, complete medical school all over again in Macedonia as his Albanian medical credentials were not recognized by the Macedonian healthcare system.
In a room full of cardiology fellows Dr. Murad mentioned that he was the honorary chairman of the Albanian American Medical Society and was happy to hear the progress being made in the Balkans as well as efforts of the AAMS to foster cooperation and communication between professionals in the United States and abroad.
When asked by one audience member,

“How has your life changed since being awarded the Nobel Prize?” Dr. Murad replied, “Being awarded the Nobel Prize brought great notoriety, fame, and respect from my peers, but also has brought much unwelcome attention as well. It has left me and my name a target for people wishing to capitalize on my achievements such as finding myself on billboards falsely advertising herbal medicines and beer with out my permission. ”A legacy is not something that can be bought or found; it must be built. We all were reminded by Dr. Murad that we create our own destiny and along with that, come great professional and ethical responsibilities such as keeping our names as doctors untarnished and the field of medicine noble. After a long day spent with a morning meeting with SUNY Downstate Medical Center President, Dr. LaRosa, round table discussions with the cardiology fellows, and a talk about his research Dr. Murad concluded his day at our hospital with an informal discussion with students and residents. There he showed us a short educational video which explained his work with nitric oxide and the Nobel Prize. His final message to us before completing his visit was to “Study hard， don’t be afraid to take risks, and remain modest.”

It was not immediately certain to me at the time of which impressed me more; the fact that I had actually met a world renowned scientist or that this well accomplished man proud of his humble roots was still just as passionate about his work as a recent graduate eager to apply himself. I found it very encouraging, both professionally and personally, to have had the opportunity to meet this extraordinary Albanian-American scientist in person and to realize that he is not only an inspiration to the members of the Albanian American Medical Society, but millions around the world.

Shqiptarja vret veten, nuk donte të kthehej në Shqipëri

Do mbushte 17 vjeç pas pak ditesh Edlira Gjeçi, e reja shqiptare qe vrau veten ne Vercelli. Prej kohesh ajo dukej se ishte tronditur ngaqe i jati ishte kthyer ne Shqiperi perpara tre muash dhe nga frika se do te kthehej dhe ajo ne Kavaje, ku familja e saj jetonte perpara transferimit ne Itali.

Shoket e klases ku ajo studionte me rezultate te shkelqyera, kujtojne endrrat e saj dhe ankthin qe e kishte pushtuar, ankth qe e çoi te varej me kabllin e televizorit ne dhomen e gjumit te prinderve.

Meqenese vajza nuk ka lene asnje leter a pusulle per te shpjeguar veprimin tragjik, tani policia ka sekuestruar kompjuterin e saj per te zbuluar nese atje mund te gjejne arsyet e vetevrasjes.

Pikerisht keto dite po flitet shume per femijet e emigranteve, qe te rritur ne Itali, ku kane studiuar dhe ndonjehere edhe kane lindur, nuk gezojne asnje te drejte. Nga njera ane kryetari i Dhomes se Deputeteve Gianfranco Fini ngul kembe qe keta femije duhet te kene nenshtetesine italiane sepse jane italiane nga kultura dhe formimi. Teze kjo qe kundershtohet me force nga ministri i Puneve te Brendshme, Roberto Maroni, eksponent i lidhjes se Veriut.

Drejtori i TI-as, Marschall: Korrupsion në administratë

TIRANE - Drejtori i "Transparency International", për Europën dhe Azinë Qendrore, Miklos Marschall gjendet për vizitë në Tiranë. Ai deklaroi gjatë një konference për shtyp me kryeministrin Sali Berisha se "reformat kundër korrupsionit, zhvillohen paralelisht me reforma të tjera, në administratë, në shëndetësi e në fusha të tjera, sepse korrupsioni është reagim i institucioneve që nuk funksionojnë.

Korrupsioni nuk është zgjedhje, por e vetmja mundësi për shumë njerëz", u shpreh Marschall. Duke u ndalur specifikisht tek vendi ynë ai tha se edhe pse është luftuar korrupsioni nga qeveria Berisha ai mbetet shumë evident në administratën shtetërore dhe në spitale.

Veshja shqiptarçe, një traditë në zhdukje

"Jemi në një kohë kur kostumet origjinale është e pamundur të realizohen. Për këtë arsye kemi kërkuar që të pasurojmë fondin për t'i ruajtur këto kostume, por kemi hasur vështirësi ligjore për formën e veprimit mbi këto blerje", rrëfen drejtori i Muzeut Etnografik

ELBASAN - Disa familje me emër të besimit mysliman në qytetin e Elbasanit vazhdojnë të ruajnë me fanatizëm veshjen popullore qytetare, e cila dhe e transmetuar brez pas brezi në shumë prej tyre i ka kaluar të 100 vjetët.

Ndër këto familje renditen pasardhësit e Sul Domit, familja Hasekiu, Bumçi, Miraku, Mullajonuzi, Dakli, Stringa, Xhepa, Luniku, Sejdini, Misiri, Gjevori, Selita, Haxhihyseni, Baholli etj që vazhdojnë të kenë të paktën një kostum të ruajtur me kujdes nga vjehrrat, nënat, nuset e bijat e tyre.

Por ndëkohë, drejtori i muzeut etnografik bën thirrje se tashmë po zhduken veshjet shqiptarçe (siç cilësohet veshja popullore qytetare e Elbasanit), si dhe personat që i punojnë ato. Në muzeun etnografik ndodhet një veshje shqiptarçe, por me vështirësi ekspozimi.

Edhe pse ishte menduar blerja e disa kostumeve të traditës së krahinës, mungesa e një procedure të thjeshtë blerjeje e ka bërë të vështirë realizimin e këtij projekti. Kreshnik Belegu thotë se prej vitesh nuk ka pasur mundësi të realizojë projektin për të pasuruar muzeun me kostume popullore.

"Jemi në një kohë kur kostumet origjinale është e pamundur të realizohen. Për këtë arsye kemi kërkuar që të pasurojmë fondin për t'i ruajtur këto kostume, por kemi hasur vështirësi ligjore për formën e veprimit mbi këto blerje. Kostumet janë në krahina dhe i kanë individë që nuk është se do të aplikojnë me oferta apo të bëhet tender mbi blerjen e tyre.

Berjen e fundit që kemi bërë, ka qenë aty nga vitet '80 dhe është edhe fondi aktual i muzeut. Për mbledhjen e këtyre kostumeve që janë drejt zhdukjes, duhet një projekt i përbashkët për grumbullimin e atyre më tipikeve dhe më të ruajturave".

I pyetur Belegu thotë se një kostum i Elbasanit në atë kohë ka kushtuar 25 000 - 42 000 lekë të vjetra. Zonat që kanë kostume me vlera janë Godoleshi që ka një kostum me rreth 27 pjesë, Shpati, Kërraba etj.

Sot një kostum qytetar i Elbasanit, sipas Belegut, kushton 1-2 milion lekë, ndërsa kostumi i krahinave kushton 500 000 - 1 000 000 lekë. Në muzeun etnografik vazhdon të mbetet një stendë bosh që pret ekspozimin e kostumeve popullore.

Drejtori i Trashëgimisë thotë se është shumë e rëndësishme që të gjendet një mundësi për blerjen e kostumeve pasi ato janë në zhdukje dhe nuk do të jetë e largët dita kur ato do të zhduken. Këto kostume nuk mund të prodhohen më, pasi nuk ekziston lënda e parë dhe nuk ka më gra që i punojnë ato.

"Sot ka shumë që thonë se prodhojnë kostume popullore, por ato janë vetëm imitime pasi kostumet popullore, sidomos ai i Elbasanit, që të realizohen duhet një kthim në kohë dhe një trashëgimtar i teknikës së realizimit të tyre që sot thuajse nuk ka më.

Në dyqane sot shihen shumë imitime, të cilat kushtojnë deri në 50 mijë lekë, por janë shumë larg origjinalit që mbetet pasuri e pak familjeve në sepetet e vjetra të dyerve të mëdha",- vijon Belegu.

Në një nga familjet e Elbasanit, një prej këtyre kostumeve vazhdon të mirëmbahet në sepet (arkë) me kujdesin dhe nikoqirllëkun që vazhdon nga vjehrra tek nusja e më tej. Kryefamiljari F.K. (nuk dëshiron të prononcohet me emër) thotë se janë joshur disa herë për ta shitur kostumin që përfshin të gjitha pjesët prej mëndafshi të qëndisura me ar, por kanë vendosur ta trashëgojnë si një pasuri jo thjesht monetare, por edhe shpirtërore.

Me prejardhje nga një ndër një familjet më të pasura të qytetit, vajza e ka trashëguar dhe kështu do të vazhdohet me këtë vepër të dorës së femrës elbasanase.
Sapo fillonte rritja e vajzës, tradicionalisht fillonte edhe paja e saj ndër të cilat një rëndësi të madhe kishte veshja shqiptarçe.

Për ato vajza që vinin nga familje të pasura kostumi porositej, ndërsa të tjerat mbylleshin dhe për vite me radhë punonin veshjen shqiptarçe, siç quhej edhe kostumi popullor qytetar, që do të shërbente edhe si veshje për martesën.

Një prej trashëgimtarëve që zotëron veshjen më të shtrenjtë qytetare të Elbasanit tregon se kostumi ruhet në arkën e vjetër duke i ndarë pjesët me napa dhe letra. Ky kostum është veshur shumë pak herë. Ai është i qëndisur me ar, ka pjesët e këmbëve të gjata, që për shumë familje ka kuptimin e shtresës sociale të asaj kohe. Madje në këtë familje ku ruhet ky kostum i rrallë i qëndisur me shumë ar, fatin për ta veshur e ka pasur nusja e shtëpisë.

"Nëna ime e ka trashëguar veshjen shqiptarçe qysh nga viti 1938 e deri sot. Ka disa familje të tjera që ruajnë kostume popullore qytetare të Elbasanit. Këto veshje ndaheshin në tre kategori: Seten nape që realizohej dhe vishej nga të gjitha shtresat, seten Shkodre ku lulet e arit realizoheshin me ngjyra dhe seten ari ku mbizotëron ari dhe zotëroheshin kryesisht nga familjet aristokrate dhe të pasura.

Një tjetër element që tregonte kategorinë janë këmbët. Sa më të gjata të ishin ato, aq më e pasur ishte familja". Ai tregon se ia kanë kërkuar për ta blerë kostumin popullor, por ai nuk e ka shitur.

Disa vite më parë një i huaj i ofroi 2800 euro, por ai e konsideron pasuri të madhe jo vetëm materiale, por edhe me rëndësi për familjen e tij duke mos e shitur. Nga tregimet e familjes, fesi (kapelja e mbushur me ar) është sekuestruar ndër pasuritë për shkak të vlerës së madhe. E vetmja gjë që i ka mbetur kësaj familje nga koha e artë e bollëkut dhe pasurisë është ky kostum i vjetër por me një vlerë të pamatë.

Veshja shqiptarçe dhe martesa

Kostumi kishte çerven, çitjanet, linja, jeleku, fesi me napolonat e floririt, kamet. Veshja shqiptarçe ishte traditë vetëm tek familjet myslimane të Kalasë. Kjo veshje shoqërohej edhe nga aksesorë të tjerë si sepeti ku mbahej, mbulesa e karrikes etj. Njëkohësisht në pajën e nuses do të bënte pjesë xhybja që mund të ishte ngjyrë vishnje ose blu, takmet e pajës, guvertja dhe boçja prej ari.

Veshja shqiptarçe vishej vetëm në ceremonitë më të rëndësishme dhe sidomos nga nuset. Kështu, pa mbaruar kostumi, vajza elbasanase nuk mund të martohej. Vajzat nga familjet e pasura e porosisnin, ndërsa ato që s'ishin në gjendje të mirë ekonomike e punonin vetë. Një punë e tillë kërkonte dy vjet kohë pa ndërprerje.

Nusja e re vishte kostumin popullor qytetar dhe po kështu në ceremonitë e tjera të dasmave apo ceremoni të rëndësishme një nuse e re vishte këtë kostum dhe kuptohej që ajo sapo ishte martuar. Ndërsa vajzat e reja nuk mund të vishnin veshjen shqiptarçe.

Ndryshe nga familjet myslimane, ato ortodokse nuk kishin një kostum tradicional të caktuar. Ato zakonisht vishnin një fustan të gjatë me bisht bezhë ose veshje evropiane.

Ku ndodhen dhe çfarë bëjnë në jetë ata që emigruan në SHBA në njëzet vitet e fundit? Roland Tasho u bën portret dhe i fut në albumin "I Speak Albanian"

Dhe si e lexon një ekspozitë ministri i Kulturës

Arkitekt në Florida, shitës në dyqan mishi në Nju Jork, po edhe berber në Nju Jork, polic në Manhatan, futbollist në Nju Xhersi, kërkues shkencor në institut shëndeti në Çikago, tregtar në Konektikat, neuropsikolog në Uashington, shef i një restoranti në Kaliforni, instruktor i arteve marciale në Miçigan, një bektashi po në Miçigan, prift në Boston, studentë në Nju Xhersi, studente në Harvard, studentë dhe nxënës kudo, ikonograf, piktor, profesor violine, soprano, biznesmen, kitarist, gjuhëtar, historian, një Miss Massachussetts, familje klasike me katër anëtarë në Kaliforni, me pesë, gjashtë e shtatë anëtarë në Filadelfia.

Këto punë bëjnë dhe në këto vende ndodhen ata që emigruan në SHBA në njëzet vitet e fundit. Roland Tasho i ka bërë portret komunitetit shqiptar në SHBA dhe i ka futur në albumin "I Speak Albanian".

Është albumi i radhës i Tashos që merret me Shqipëritë satelite në botë, që u paraqit në formën e ekspozitës dje në mbrëmje në Muzeun Historik Kombëtar. Meqë kjo punë është mbështetur nga Ambasada Amerikane në Tiranë dhe Ministria e Turizmit, Kulturës, Rinisë dhe Sporteve, të pranishëm ishin ambasadori John Withers dhe ministri Ferdinand Xhaferaj.

Ambasadori Withers, duke bërë lojë me titullin e ekspozitës, shprehu keqardhjen që në gjatë qëndrimit në Shqipëri nuk pati mundësi të mësojë shqipen, "këtë gjuhë kaq të bukur", gjuha e shumë prej atyre që ai i quan kontribues në vendin e tij.

Ambasadori përmblodhi me dy fjalë historinë e diasporave shqiptare nëpër botë, duke i vënë një shenjë të veçantë komunitetit të arbëreshëve në Itali, meqë një tjetër rrugëtim i shqiptarëve më i gjati, ai drejt Amerikës, pak ka që ka bërë një shekull. Por sipas tij ata "i kanë madhështuar SHBA, pasuruar dhe sofistikuar."

Kujtoi Fan Nolin që studioi në Harvard dhe jetoi në Boston; Faik Konicën, ambasadorin e parë të Shqipërisë që shërbeu për një periudhë të gjatë në SHBA.

"Ju do të shihni personalitete që kanë dhënë shumë për vendin tim, por do të shihni edhe persona të thjeshtë që ndoshta i njihni", tha ambasadori, duke e quajtur modest kontributin e Ambasadës Amerikane krahasuar me atë që jep ekspozita e Roland Tashos.

Ministri i Turizmit, Kulturës, Rinisë dhe Sporteve që e ka zakon t'i fillojë prezantimet me ndonjë strofë poezie kur është para artistësh, ose me ndonjë fjalë të urtë folklorike e popullore, donte ta fillonte ndryshe, sepse rasti në fjalë "është krejt i veçantë".

Ministri i Kulturës e nisi me kujtimet e para si ministër, afro tetë muaj para ose saktësisht tetë muaj para, kur kreu i qeverisë Berisha e kishte emëruar ministër.

E kishte përjetuar si një kënaqësi të madhe sepse do të provonte "emocione dhe kënaqësi që të fal puna me artin dhe kulturën". Nuk vonoi dhe ndodhi siç ia kishte ndjerë zemra.

Edhe ekspozita e Roland Tashos këtij "artisti të apasionuar pas artit të fotografit" i sjell para syve ministrit të Kulturës një Shqipëri tjetër. Këtë arrin ta bëjë "arti që nuk kapet pas trillimeve por pas një realiteti", një produkti kulturor që shqiptarët kanë krijuar në SHBA.

Qysh në fillim të projektit të Tashos, Ministri kishte vënë re se tek fotografi "nuk shfaqej thjesht dëshira e një artisti që i është nënshtruar muzës së tij, përkundrazi, objektivi i tij përhapej përtej kontinentit evropian, të cilin Tasho me aparatin e tij tashmë e kish eksploruar."

Ekspozita i thotë ministrit "diçka që ka gjetur konsensus të gjerë në botë: se Shtetet e Bashkuara të Amerikës është vendi i mundësive, të jep një start të barabartë që më i afti dhe më i përkushtuari të ecë përpara. Prandaj Shqipëria dhe vende të tjera kanë hedhur sytë nga SHBA."

Ministri kishte një fjalim të përgatitur por nuk ia hodhi sytë. Sipas asaj fjale - është vënë re se fjalimet e këtij ministri nuk kalojnë në dorë censori, pra janë bruto dhe tmerrësisht fëminore - që iu shpërnda medias më pas, ministri mendon se shumë prej bashkëkombasve tanë kanë mundur të afirmojnë aftësitë, vlerat e tyre humane dhe profesionale, falë sistemit social dhe demokratik të Shteteve të Bashkuara të Amerikës.

Ministri paskësh bindjen se "shqiptarët asnjëherë nuk kanë përjetuar ndiesinë e diskriminimit dhe përçmimit në këtë vend, përkundrazi, ata janë ndierë si qytetarë të botës së lirë, me të gjitha të drejtat dhe shanset e barabarta që zotëron një vend si Amerika, i cili i ka ofruar botës një model unik në zhvillimin dhe përparimin e mëtejshëm të demokracisë dhe jetës sociale në shoqërinë e sotme."

E kush nuk e ka admiruar muzikën e Blues Brothers, pyet ministri. Duhet ta ketë fjalën për aktorin me origjinë shqiptare që luan në filmin "Blues Brothers". E kështu me radhë deri sa u tërhoq në vend ministri me qëndrimin e tij prej Nosferatu që nuk e llogarit frikën nga dritat.

Roland Tasho bëri dy falënderime dhe i ftoi njerëzit të shohin ekspozitën. Tasho është autor i "Shqipëria tjetër 1992-2002. dhjetë vjet nga integrimi shqiptar në Itali", "Urëndërtuesit. Emigrimi shqiptar në Zvicër", "Qëndresa në sytë e Kosovës", "L'Albania si scopre", "Një kalvados më Robert Schwartz-in".

Prezantimi i ekspozitës krijoi një ide rozë për shqiptarët e Amerikës, po edhe një ndjenjë të përzierë për shqiptarin e Shqipërisë në rang ministri kulture.

A trio of youngsters are off to Albania to help teach teachers.

Elizabeth Starks (18), Sarah-Louise Fox (23) and Michael Pengelly (21), all from the Melton area, are jetting out to the former Soviet bloc country with Janet King, an education expert also from Melton.

The group has had to raise its own funds for the trip where they will run activities with children at Victory School in Lushnje followed by a day of working with Albanian teachers.

Janet said: "This will be my fourth visit, but the team's first. I am thrilled to have three such talented and enthusiastic young people coming out to Albania with me on this trip.

"They each have specific gifts and skills which will be invaluable to the work we will be doing there.

"The programme we will present will be something very different and exciting for the students of Victory School. Most of them come from poor families and many come into Lushnje from the surrounding villages."

Janet has been working with charities in Eastern Europe for the last 10 years with Door of Hope and more recently European Christian Mission, which organises the Albanian link.

It is hoped the trip, which is from April 18 to 25, will benefit everyone involved, including the volunteers.

The activity for the school pupils is based on a Red Cross disaster scenario called Operation Amphibian.

The children, aged 10 to 18-years-old, will have to work together in teams and speak only English.

A seminar, hosted by the school, will be run like an English cafe serving tea and cake and aims to help spread teaching techniques around the country.

Sarah-Louise, who lives in Holwell and works in a nursery, said: "I met Janet when I was volunteering at Dove Cottage last year and really wanted to go then. Thankfully I can this year.

"I'm really looking forward to it and hope to get a lot out of it. It will be a completely new experience to me, both the age of the children involved and working abroad."

Irish Weddings Traditions

An Irish traditional wedding is a beautiful ceremony to see or take part in. From the stunning attire of both the bride and groom, traditionally the later would be dressed in a kilt made from the tartan of his clan. The bride would as is done to-day be dressed in a white dress to symbolise her purity. But, Irish weddings although are a lot of fun have a lot of superstitions that have to be observed and carried out lest the couple suffer the consequences.

Before Christianity found Ireland, couples who wished to show commitment to each other practiced what was known as ‘hand fasting’. This ritual was most probably carried over from Pagan times and is the Celtic ceremony of unity. It was usual for couples to celebrate this ceremony around the harvest festival, Lughnasa, which occurs on 1st August. They could choose the length of the union either ‘till death do us part’ or to be together in the afterlife or even while their love burned strong and true in which case if they still wished to remain married they would renew these vows the following year.

During the ritual the couple hold hands, right hand in right hand, and left hand in left with their wrists crossed. Ribbon or cord is then wrapped around the wrists in a figure eight to represent infinity. This is most probably where the saying ‘tying the knot’ originated from.

Since the birth of Christianity weddings were held in the home of a Priest or in a Church. Two candles burn separately during the ceremony which are then used to light one taller candle known as the Unity candle this is to signify two becoming one.

Before the Bride makes it this far proceedings will start with the proposal: ‘Would you like to be buried with my people?’ ‘Would you like to hang your washing next to mine?’ Not very romantic but every Irish girl would know what was being asked. Friends and family when enquiring about the ‘big’ day would ask: ‘When are you giving us a day out?’ or ‘Should I buy a hat?’

Next comes the all important planning, usually the poor groom ducks and takes cover and leaves all this to the bride and her family as traditionally it is the bride’s father who foots the bill. Although now a lot of the expense is shared. Gone are the days when a marriage depended on the size of the bride’s dowry. Marriages were once based on what the bride could bring to the marriage either cattle or a farm or plot of land. It wasn’t always based on love. It was once known for family to marry family as it was law that only a male heir could inherit and this made sure that land and property stayed within the family name.

With the Church booked and the date chosen. The bride’s attention turns to her dress and accessories. This has to chosen carefully as the colour of her dress might determine how successful the marriage is:

This then is followed by the traditional things that she will need to have with her:

Something borrowed, something blue
And an old Irish penny in her shoe.

The old Irish penny part seems to have disappeared in modern times, although no bride would dare walk down the aisle without the rest. The something blue tends to be a blue garter worn around the top of the leg, which the groom usually has to remove using only his teeth much to the amusement of friends and family.
Veil or head-dress For An Irish Wedding

That’s the next choice facing the bride. Traditionally Irish bride’s would have favoured a garland of wild flowers typically Lavender to be worn in their hair. Whichever the bride’s choice she must never put her own veil or head-dress on as this is considered very unlucky.
Irish Weddings Rings

Traditionally the wedding band could be a Claddagh ring. This ring is of two hands holding a crowned heart. It is very important to wear a Claddagh ring properly if you are engaged or married the tips of the crown should be facing out whereas if you are not romantically involved the tips should face the wrist indicating that you are approachable. Claddagh rings were usually handed down through generations of mother’s to their daughter’s as it is improper to buy your own Claddagh ring although that is a tradition that is not really practiced anymore. The Claddagh rings were made of gold although now a day’s they have become more intricate with the heart being made of a precious gem such as Emerald to represent the Emerald Isle.

The big day arrives and the first thing a bride to be will do is look out the window not to see if she will get wet if it is raining but to make sure the sun is shinning as the sun blesses the union and brings good luck. While she is looking at the weather she will be listening hard for the sound of the cuckoo and looking to see if she can spot three magpies all a must to ensure that the marriage will be a happy one.

The ceremony over the bride and groom leave the Church traditionally to the sound of pipes. In days gone by a family member or a friend of the family who could play the bagpipes would play as the happy couple left the Church and also at the reception afterwards which would have once been held in the bride’s parent’s house. To-day, couple’s usually hold their reception in a hotel or hires a hall depending on what the budget will stretch to. However, the bride must travel a different way than she traveled to the church as this symbolises the fresh start to her new life.
Irish wedding blessings & toasts

As the guests congratulate the happy couple the first person to offer their congratulations to the bride must be a man. It’s very unlucky for a woman to do this so traditionally a male member of the groom’s family will be the first to congratulate the bride and welcome her to the family.

The merriment begins. Everybody is given a drink from mead in days of old to Champagne or sparkling wine to-day to raise and toast the health of the bride and groom. There are many different toasts and sayings recited at weddings for example:

May there always be work for your hands to do
May your purse always hold a coin or two
May the sun always shine on your window pane
May a rainbow be certain to follow each rain
May the hand of a friend always be near you
May God fill your heart with gladness to cheer you

Toasts and blessings speeches eventually over. The Irish are renowned talkers (must be because we all kissed the Blarney Stone at birth) and this part can usually last for quite a while, but eventually the dancing starts. Thankfully these days the bride can relax now but it used to be if she could ‘carry a tune’ (sing) she would be expected to provide the entertainment as well.

This is where the groom takes his bride to the centre of the room to show the world his wife and lead her in their first dance as a married couple. Even this has to be done carefully because the new bride cannot lift both her feet off the ground at the same time or else the faerie's may carry her away.

Cutting the cake is a very important part of the day. The guest’s all gather round to watch and cheer as the first slice is cut. A traditional Irish cake would have at least two tiers the first would be a rich fruit cake and the smaller next tier would be soaked in good Irish whiskey and stored away to be used as a christening cake for the first-born. Every guest is given a slice of cake to eat or in some cases taken away by unmarried maidens to place under their pillow that night in the hope that they dream of their future husband.

Celebrations over the couple are ready to leave their guests (who will usually carry on celebrating into the ‘wee small hours’) to go on honeymoon. This word actually has nothing to do with going away but was actually honey wine (mead) that was given to the couple who would then drink it every night out of a special goblet to promote virility and also to protect the couple from the faeries who would have loved to have spirited the bride away.

Irish Gift’s that are traditionally given include items like salt and pepper shakers and tall toasting glasses (flutes) which are considered lucky gifts to receive or a porcelain bell which is given to remind the couple of the bells that rang when they married. Irish linen or a piece of Irish lace were and still are considered a wonderful gift to receive as they represent solid commitment.

To-day no bride starts her married life without at least one piece of either the highly collectable Belleek Pottery or stunning Waterford Crystal

Traditions of An Irish Funeral

If there is any tradition in Ireland that is common among Irish families it would be that of a burial of a loved one. Although its a sad occasion our spiritual & religious beliefs helps us get through a mournful time.

A Typical Irish Wake House

There are many ideas on the origin of the Irish wake for example one such myth is that it originated as a result of the Irish fondness for drinking stout which used to be drunk from pewter mugs and this unfortunately had the side effect of causing lead poisoning. The symptoms of this illness was a catatonic state (where the victim appeared to be dead) but would recover a few hours later so friends would watch over the ‘corpse’ to see if they would eventually awaken. We much prefer the belief that it originated with the Celts. The Celts believed that when a person died they were moving on to a better one in the afterlife and that this was a cause to celebrate.

To-day wakes are held pretty much as they always have been. The wake will traditionally be held in the home of the deceased or at the home of a close relative; this is known as the wake house. A room will be prepared for the deceased, in the past it would have been a parlor but more often these days a bedroom is used.

After death a window is opened to allow the spirit of the deceased to leave the house, no-one must stand or block the path to the window as this may prevent the spirit from leaving and will bring misfortune to the person who blocks the route. After two hours the window should be closed as this will prevent the spirit from re-entering.

The body is washed and dressed; in times gone by they would have been clothed in white. If the deceased was a male he would have been freshly shaved. This is known as being ‘laid out’. A rosary is then wrapped around the hands and a cross placed around the neck depending on the religion of the deceased. Candles are placed at the head and foot of the coffin and remain lit while the deceased is still present in the house. Family members or close friends will stay with the deceased at all times taking it in shifts to watch over the departed. All clocks in the house will be stopped at the time the person died and all mirrors will be covered or turned to face the wall as a mark of respect. Also, traditionally all the curtains will be closed.

In earlier times ‘keening’ would have taken place. This is when the women family members would cry and wail over the deceased. This took place after the body had been laid out, if the women started ‘keening’ before the body was ‘laid-out’ it would invoke evil spirits. ‘Keening’ would have carried on for some time. One wonders if this has some bearing in the legend of the ‘banshee’. To-day ‘keening’ has faded out of Irish funerals.

Although death is a sad occasion a traditional wake is seldom solemn. Friends and family alike gather and share memories and funny stories about the deceased. Food and drink is always present and although the church tried to ban alcohol from wakes it was unsuccessful. You can always spot a wake house as the men tend to congregate outside if the weather is good. The women will be in the kitchen making tea, sandwiches and washing the dishes. Friends and neighbours will bring a cake or a plate of sandwiches to help out as wake houses do tend to get very busy with a constant stream of visitors.

The visitors will on entering the house be met by a close family member when they have offered their condolences they are then taken into the room where the deceased is. They will then go to the coffin and stand for a few minutes paying their respects or saying a prayer. They will then be taken into the other room and offered refreshments.

Depending on religion the rosary is said twice a day with everyone in the house present to say the responses. There is a special rosary for the dead and it is traditionally said around midnight before the visitors leave.
The Traditional Funeral Procession

A wake can last for a few days to allow people to come from afar to pay their respects and to say good-bye. It will end when the body is taken out of the house for the last time and moved to the local Church. On the day of the funeral the coffin is carried by 6 males, usually family or very close friends. A Hearse leads the procession to the Church with family & friends following behind the males carrying the coffin.

The funeral mass is usually in duration of 45 minutes with priest and loved ones speaking about achievement made by the departed. Again, the coffin is carried by family & friends to the cemetery. If the procession is to pass the house of the departed it will stop as a mark of respect.

People who are not part of the funeral celebration will stop in the street or road allowing the procession to pass ahead as a sign of respect for the deceased.
Are there Cremations in Ireland?

There are Cremations in Ireland but it is not as common as the traditional funeral burial and it’s not usually something seen by many in Ireland.

Irish Easter Traditions

One of the most important religious dates in the Irish calendar, apart from St Patrick's day, is Easter as we celebrate the resurrection of Jesus and also holds a number of different Irish traditions.

In Ireland preparation for Easter usually starts on the first day of Lent, forty days before Easter Sunday. From the first day of Lent Irish people would stop eating meat but would also quit something they cherish such as favourite food, alcohol, cigarettes and even television.

During the forty days of Lent fish would be eaten each Friday which is usually cooked in a soup. It’s a time of self discipline and a reflection on what Irish people have to be thankful for but also a time for Irish families to be together.

The last week of Lent is the most important part of the fasting period with Palm Sunday being a week before Holy week which sees the bringing of Easter Sunday.
A Typical Easter Sunday

Many family house holds would prepare their homes for Easter Sunday by doing what would be better known as “spring cleaning” to prepare the house for blessing by the local priest which is a religious ceremony that dates back hundreds of years.

No outdoor work should take place on Good Friday in Ireland and should be treated as a day of rest and preparation of body and soul for Easter.

On Good Friday people would attend confessions asking for forgiveness, have their hair cut, nails trimmed and would also shop for new clothes to be worn to Easter mass.

Eggs would not be eaten during the time of Lent and would be presented to the Irish household on Good Friday but not eaten until Easter Sunday. Eggs would have been painted with different colours and designs but have been replaced with Chocolate Easters Eggs for the children, with over five million being purchased each year in Ireland.

Holy Saturday would be a day that Irish people take a vow of silence but also attend a special ceremony to have their Holy water blessed but would also attend the Easter Vigil which usually starts at 10pm with the Church decorated in purple coloured banners to celebrate the arrival of the King. All lights in the Church are extinguished at 11pm with a new flame being presented to the altar of the church which is a Paschal candle, a symbol of the Risen Christ and the celebrations of the Holy Flame.

Easter Sunday in many homes is very similar to any other Sunday or religious day in Ireland. Families get together dressed in their new clothes and would attend mass together in their local church.

After attending mass on Easter Sunday everyone would make their way back home to start the Easter feast which is usually made up of servings of potatoes, vegetables, meat, stuffing, bread and anything else that makes up a good proper Irish feast.

The Easter Eggs are always presented to the Children after the main Easter dinner and can only be given to a child that has not broken the Lent fast and who has also finished eating a full Easter Dinner but from part experience parents usually bend the rules for the children as the fasting is somewhat of a difficult task for a child.

Christmas in Ireland

With the majority of people being Roman Catholic in Ireland Christmas is mostly a religious time of year for many families. Traditions have been carried through for centuries and are similar to how other countries celebrate Christmas.

Most villages, towns and cities decorate the streets with holy symbols, lights and a large Christmas trees, usually located in the heart of the community. Churches build cribs to display the birth of Jesus and the arrival of the 3 Kings which is usually placed in front of the Church property.
Christmas decorations & ornaments in the family home

Most, if not all, Irish families decorate their homes with lights, tinsel and baubles. A Christmas tree is usually erected in the family home on the first day of the holy advent calendar. The tree will be beautifully decorated with an angel on top, presents will lay underneath as seen with many family homes around the world.

A large candle is placed in the front window of the family home, to symbolize guidance for the Virgin Mary and Joseph before the birth of Christ. The symbolic candle is explained to the Children but to add to the atmosphere to the Christmas holiday kids are told it also help Santa find his way to their home.

Many homes will place Christmas ornaments on the fireplace, tables and anywhere else that puts them on display. The ornaments usually consist of angels, elves, snowflakes, Santa’s and anything else that would represent Christmas. There is no special reason behind the display of Christmas ornaments, only that it helps with the atmosphere of such a special holiday.
Attending Mass at Christmas

As Ireland is a Christian country the majority of families will attend Christmas mass together. Vigil Mass is usually held at Midnight and involves each member of the congregation lighting a holy candle that has been blessed by the bishop or high priest.
In The Morning

Probably the best time during Christmas for the children is the morning, when they are allowed to open their new presents that arrived from Santa.It also seems to a big competition for Irish children to see who can wake up the earliest to see what gifts Santa has brought them.

The Big Dinner

The feast of Christmas is celebrated in Ireland with a large meal fit for a king. It is the biggest meal cooked in a family house-hold out of all meals through-out the year. Preparations for Christmas dinner usually start on Christmas Eve with the slow cooking of the turkey and preparation of the vegetables and any other goodies that may come with the large feast. An Irish Christmas dinner consists of turkey, ham, chicken, stuffing, potatoes, Brussels sprouts and various vegetables.

In more modern times Children are given chocolate as a treat after the Christmas dinner that is more commonly known as a Selection Box, a selection of Chocolate bars. Families are strict that everyone must eat their Christmas dinner before receiving their selection box with each member of the family sitting in front of the Television to watch some of the finest Christmas Movies such as “It’s a Wonderful Life”.
St Stephen’s Day

St. Stephen Day (also known as Boxing Day) is another important day during an Irish Christmas; it is the day after Christmas Day. Most families will treat St. Stephen’s Day as day of rest with a visit to their local church and also celebrate with another large meal. St Stephen’s Day may also bring relations to the house hold to join in on the Christmas Celebrations.

This document provides information on:

1. Does having an Irish child entitle me to residency in
Ireland?

There is no automatic entitlement for parents and other family members of
Irish citizen children to reside in Ireland.
Prior to February 2003, residence permits were routinely granted to parents of
Irish citizen children. For a brief period between January 1, 2005 and March
31, 2005, there was a special administrative scheme in place which allowed
non-Irish nationals to apply for residency in Ireland on the basis of being a
parent of an Irish citizen child. This scheme is no longer in place.
However, it remains open to parents of Irish citizen children to apply for
permission to come to, or remain in, Ireland on the basis of general
immigration rules.

2. What was the Irish Born Child (IBC)/05 scheme?

The IBC/05 scheme was an administrative scheme introduced by the
Department of Justice, Equality & Law Reform in January 2005 to allow the
parents of Irish citizen children, who were born in Ireland before January 1,
2005, to apply for permission to stay in the country due to the fact that they
had an Irish citizen child.
Anyone who was in this position could apply for residency. Conditions for the
granting of residence permits included that the parent or parents had been
living continuously in Ireland since the birth of their child and that they had no
criminal record. The immigration status of the parents was irrelevant and
people who were undocumented in the country could also apply for residency
under the scheme.
The closing date for applications was March 31, 2005. More than 18,000
applications were received and approximately 17,000 people were granted
residency under the scheme. Those granted residency were able to register
with the immigration authorities and receive a Certificate of Registration for
two years under Stamp 4 conditions which entitled them to work and to
access social welfare payments.
Most of those people who were refused residency were refused on the basis
that they could not prove continuous residency in Ireland since their child was
born.

3. My residency is due for renewal, what do I do?

If you received residency in Ireland as the parent of an Irish child under the
IBC/05 scheme, you will be able to apply to have your residency renewed, in
most cases for a further three years, when your initial permit has expired.
Most people will have renewed their residency in 2007.

Persons granted permission to remain in Ireland in the period January
15, 2005 to March 31, 2006 under the IBC/05 Scheme, who wish to
renew, must apply for renewal by Monday 31 March 2008.
Persons granted permission to remain in the State as of April 1, 2006
under the IBC/05 Scheme, who wish to renew, must apply to the IBC
Unit/Department one month in advance of the date on which their
permission to remain in Ireland expires.
Hard copies of the application form are available from the Irish Naturalisation
and Immigration Service (INIS), 13-14 Burgh Quay, Dublin 2 and at Garda
District Headquarters outside Dublin. Forms are also available at the
Immigrant Council of Ireland as well as at some non-governmental
organisations working with immigrants and asylum seekers.
The fully completed application form should be sent by registered post to the
IBC Unit, Department of Justice, Equality & Law Reform, P.O.Box 10003,
Dublin 2.
As part of the renewal process, you will need to be able to show that you have
been continuously resident in the State since the granting of a residence
permit to you, that you have no criminal record and that you have made
efforts to become ‘economically viable’ – such as looking for and taking up
work or studying.
If you complete the form fully and satisfy the renewal criteria, you should be
granted permission to remain in Ireland. In most cases, this will be granted for
a further 3 years. Upon receipt of the letter granting your renewal, you will
then have to renew your Certificate of Registration at your local GNIB office.
You will need to pay a fee of 100 euro for your Certificate of Registration. This
fee can be paid by credit card or bank giro only.

4. What will happen after the end of the next period of
residence?

At the end of that time, most parents granted residency under the IBC/05
Scheme will have at least five years legal residence in the Irish State which
means they will be able to apply for long-term residency or Irish citizenship.
You may have five years legal residency in Ireland before that time and, if so,
you can apply for long-term residency or citizenship at that time if you wish,
without waiting until your permission to stay is due to run out.
However, while your application for long-term residency or citizenship is
pending, you will need to renew your residence permit to ensure that you
continue to reside in Ireland legally pending the processing of your
application.

5. I was refused residency in under the IBC/05 Scheme. I am
still living in Ireland. What is my situation?

The Supreme Court held on December 20, 2007 that the Minister for Justice,
Equality & Law Reform was under no obligation to consider the Constitutional
or Human Rights of Irish citizen children when refusing their applications
under the IBC/05 Scheme.
In allowing an appeal by the Minister for Justice, Equality & Law Reform
against an earlier judgment by the High Court in November 2006, the
Supreme Court held that “the IBC 05 Scheme was a scheme established by
the Minister, exercising executive power, to deal administratively with a
unique group of foreign nationals in a generous manner, on general
principles”. The Court recognised that “at no stage was it intended that within
the ambit of the scheme the Minister would consider, or did the Minister
consider, Constitutional or Convention rights of the applicants”. And in
accordance with the findings of the Court, “applicants who were not
successful in their application under the IBC 05 Scheme remain in the same
position as they had been before their application”.
In the view of the Supreme Court, Constitutional and Convention rights of Irish
citizen children and their families are “appropriately considered” in the context
of representations pursuant to Section 3 of the Immigration Act, 1999 – after
receipt of a notice of the Minister’s intention to issue a deportation order.
_ What does this mean for Irish citizen children and their families in
Ireland?

Persons whose applications under the IBC/05 Scheme were refused, but who
have not yet been issued with a Section 3 letter – notification of intention to
deport – are likely to receive such notification in the coming weeks or months.
Representations would then have to be made within 15 working days of the
date of the notification, setting out in detail the circumstances of the family as
well as the situation and needs of the children involved.
It is current practice that persons whose applications for permission to remain
pursuant to Section 3 of the Immigration Act, 1999 are successful will be
granted permission to remain in the State on Stamp 4 conditions, that is, with
the right to access employment and/or set up a business.
Should such an application not be successful, parents will be issued with a
deportation order without any further appeal being available. The only judicial
remedy open to parents at that stage would be an application to the High
Court for the judicial review of the decision to refuse a residence permit and to
issue a deportation order.
Parents who already have a pending Section 3 application are advised to
update their applications frequently to ensure that the Minister for Justice,
Equality & Law Reform has all relevant information regarding the situation of
the Irish citizen child and his or her family members at the time of the making
of the decision whether to grant a residence permit or to issue a deportation
order.
It is open to persons who have not yet made an application for permission to
remain in the State on the basis of being a parent of an Irish citizen child to
write to the Minister for Justice, Equality & Law Reform, setting out the
reasons why they feel they need to be granted permission to remain. It is
currently unclear whether the Minister has an obligation to consider such a
‘free standing’ application. In the view of the Supreme Court expressed in the
Bode decisions, “the appropriate process within which to consider
Constitutional or Convention rights of applicants is (…) the process under
Section 3 of the Act of 1999”. However, the Supreme Court does not seem to
have assessed the possibility of an obligation of the Minister for Justice,
Equality & Law Reform to consider applications made pursuant to Section 4 of
the Immigration Act, 2004, for permission to be in the State or for the variation
of an existing permission to be in the State.

6. I was granted residency in 2005 under the IBC/05 scheme.
My spouse/partner and other minor children remain in my
country of origin. Am I entitled to bring them into the
country?

Under the IBC’05 scheme, applicants were asked to sign a statutory
declaration which stated that the applicant understood that, if they were
granted residency, this would not give them any entitlement to reunification
with any other family members residing outside of the country.
Despite this stated policy, the right to family life of Irish citizen children is a
right protected by the Irish Constitution and the European Convention on
Human Rights and Fundamental Freedoms. The Immigrant Council of Ireland
and the CADIC Coalition are of the view that there cannot be a blanket refusal
of family reunification and that the circumstances of each individual case must
be taken into account when a decision on family reunification is made.
Therefore, while the Minister for Justice, Equality & Law Reform has
discretion as to whether or not to grant family reunification, he also has the
duty to ensure that any refusal of family reunification is in accordance with the
law, pursues a legitimate aim and is necessary in a democratic society.

Family Reunification

The ORAC is responsible for the investigation of applications from persons granted refugee status ( and to whom a declaration is in force), who subsequently seek permission for a family member to enter and reside in the State. Applications for family reunification must be made to the Minister for Justice, Equality and Law Reform and are subsequently referred to the ORAC.

A questionnaire, requesting the provision of information in respect of the family members concerned, is issued to applicants for completion. Consideration is given to the facts provided by the applicant, and a report is compiled and forwarded to the Minister setting out the relationship between the refugee and the person the subject of the application, as well as the domestic circumstances of that person.

Family Reunification Process

All applications are referred to ORAC from the Family Reunification Unit, Immigration Division, Dept. Of Justice, Equality and Law Reform, whether for family members outside the State or already in the State.

For family members outside the State a visa application on his / her behalf must first be made to the Visa Office, Department of Justice, Equality and Law Reform, 13 - 14 Burgh Quay, Dublin 2 for processing, before it is forwarded to Family Reunification Section, Immigration Division. For those family members already in the State a written application must be made by the refugee directly to Family Reunification Section, Immigration Division, Department of Justice, Equality and Law Reform.

All applications are then forwarded to the Office of the Refugee Applications Commissioner for investigation and only upon completion of the investigation will a Section 18 Report be finalised and forwarded to the Minister for a decision. At no point does ORAC accept applications for Family Reunification from the refugee.

Applying for Family Reunification
Who Can Apply for Family Reunification.
A person granted refugee status in Ireland may apply for Family Reunification under Section 18 of the Refugee Act, 1996 (as amended). This section of the Act allows for a family member to enter and reside in the State and be reunified with him / her. The Refugee Act confers responsibility on ORAC for the investigation of such applications and to report to the Minister for Justice, Equality and Law Reform, for a decision in each case.

Definition of Family Member for Purposes of Family Reunification.

The Refugee Act defines "family members" for the purposes of Family Reunification as follows :

(a) If the refugee is married, his / her spouse (providing that the marriage was subsisting on the date of the application) ;
(b) If the refugee is, on the date of the application, under 18 years of age and not married, his / her parents ;
(c) The child / children of the refugee, who, on the date of the application is under 18 years and unmarried.
(d) The Act also specifies that the Minister may also, at his / her discretion, grant permission to a "dependent family member" of a refugee to enter and reside in the State. "Dependent family member" is defined by the Act as : "any grandparent, parent, brother, sister, child or grandchild, ward or guardian of the refugee, who is dependent upon the refugee, or who is suffering from a mental or physical illness to such an extent that it is not reasonable to maintain himself or herself fully".

Investigation of Family Reunification Application by ORAC

All of the information provided by the refugee, and / or received from other agencies, in respect of the family member, is considered during the investigation into his / her application for Family Reunification and a report is then compiled by ORAC.

The report seeks to establish the relationship between the refugee and the family member who is the subject of the Family Reunification application and it also sets out the current domestic circumstances of that family member. In the case where the refugee applies for a "dependent family member", as outlined under Section 18.4, and who may be allowed join the refugee at the Minister's discretion, the report will also outline how the family member is a dependant of the refugee.
The completed report is then forwarded to Family Reunification, Immigration for a decision by the Minister of Justice, Equality and Law Reform.

Information that should be provided by the Applicant for Family Reunification

Refugees should provide as much detail as possible about his / her family member and submit relevant supporting documentation in order to verify his / her relationship with that family member and to verify his / her current domestic circumstances. Evidence of how a family member is dependent upon the refugee is required if he or she wishes to apply for a "dependent family member".

He / she should also submit identity documents on behalf of the family member and, if residing outside the State, evidence of postage from there and copies of identity documents of any other individual writing or forwarding details in support of the refugee's application.

In the absence of the above information at application stage, ORAC may issue a query to the refugee seeking clarification with regard to his / her application and to obtain the relevant documentation.

On occasion ORAC may find it necessary to contact other Statutory organisations either by correspondence or by telephone. These could include, among others, Dept. of Social and Family Affairs, Garda National Immigration Bureau, Health Service Executive, General Registrar's Office, Dept. of Enterprise, Trade and Employment etc.

English High School student receives $200,000 scholarship

There is no greater compliment to a young student’s abilities and achievement at English High School than receiving a $200,000 full scholarship to Boston University.

As a result of receiving one of the top scores in the Boston University Latin Scholarship Competition, Anjeza Beharaj, whose family hails from Albania, has been awarded the Palma Aurea for the 2010/2011 academic year. That distinction carries a full scholarship to BU.

Our congratulations to Anjeza and her family, who must be so proud of her – and to Lynn English High School and to her Latin teacher, Michael Haddad.

This is a great compliment as well to the leadership of Principal Andy Fila and to the head of the foreign languages department, Joanne Glidden.

Metaforikisht një perde mjegulle nis të hollohet derisa griset dhe zbulon ato vende të begata, qytetet nëjpasnjë që sot thirren Greqi, por që banorët e tyre autoktonë këndojnë dhe vajtojnë shqip. -Kujtim, ju vini si një regjisor me një film dashurie për Çamërinë, pa qenë vetë çam. Si lindi ideja për të realizuar një film të tillë?
Së pari, kjo ka të bëjë me kërkesën time si krijues për tu marrë me historinë e këtij vendi. Ideja e parë e vagullt më lindi kur xhiroja në vitet 2000 një film për Ali Pashë Tepelenën “Ditët e fundit të një luani” (i vlerësuar me urdhrin “Naim Frashëri të Artë”). Aty gjeta pika takimi mes historisë së Ali Pashës dhe historisë së Çamërisë, figurave të kësaj krahine si Marko Boçari etj. Dhe ndërsa xhiroja filmin për Ali Pashën, bëra edhe disa xhirime më tepër pa ndonjë ide të qartë, por thjesht për ti patur në arkiv. Këtë lloj ideje e fiksova më shumë ndërsa xhiroja një film për Faik Konicën. Aty u hodha nga Janina në Çamëri, fiksova ca vende të tjera si Paramithia e të tjera qytete të vogla të Çamërisë. Por mori ngjyrë më konkrete kjo dëshirë, me një lloj boceti, kur më kërkuan ca miq të mi çamë që të bëja një film- protestë me dëshmitë e njerëzve që i shpëtuan genocidit grek. Atëherë ishte viti 2007. Disa nga këta njerëz, tani kam marrë vesh që kanë vdekur dhe ishte fat që i kisha xhiruar.

-Në një mënyrë ky film ishte një lloj urgjence për të xhiruar rrëfimet e gjalla të atyre që e kanë jetuar genocidin, që janë në moshë shumë të thyer, apo jo?
Po. Disa nga këto dëshmi sot nuk do ti merrnim dot më, pasi njerëzit kanë vdekur. Filmi u titullua “Përse”, me një vazhdimësi domethënëse: “Përse na dëbuat nga shtëpitë tona, pse na dogjët, pse na vratë?” Por, filmi më i plotë për Çamërinë, me një frymëmarrje të gjerë, i pasur në fakte dhe me përpunim të lartë metaforik është “Ëndrra e Çamërisë” e cila do të shfaqet premierë më datën 11 mars.

-A gjetët dëshmi të dukshme, të verifikueshme nga syri, për të mbajtur në mënyrë të pasur me plane materialin historik që vjen i shkruar në skenar apo në rrëfimet gojore të të intervistuarve?
Ka dëshmi të bollshme dhe rrënqethëse që jemi munduar tu gjejmë ekuivalencën e tyre filmike.

-Arkivi që ju kishit krijuar, ishte një bazë, por ndërkaq, a kishit pasur ju një konsultim me historianë të çështjes çame?
Ky film është frut i bashkëpunimit të një grupi të tërë krijuesish, ku Enver Kushi, skenaristi i filmit që është edhe çam, pasi kishte parë filmin për Ali Pashën, ishte ngacmuar nga disa vende dhe më thotë: “Kujtim, ke material interesant për Ali Pashën. Po për Çamërinë?” I them: “Ohu sa gjëra kam shkruar unë për Çamërinë!”. Atëherë Enveri më thotë se kishte shkruar një skenar. Kur e lexova, për hir të së vërtetës, Enveri kishte shkruar një mrekulli. Dhe aty bëmë marrëveshjen artistike për një film. Ishte një skenar që hapte horizonte, hynte thellë deri në lashtësinë e kësaj krahinë. Materiali që kishim, ishte i bollshëm. Filmi nis me bllokun e parë- duke hequr mjegullën që përfaqëson rizbulimin e Çamërisë. Fillon me lashtësinë që nga koha e Dodonës, nga tempulli i Zeusit, nga lisi monumental i Dodonës, vazhdojmë me Nikopolin që është një qytet antik, me lumin Akeron, ku sipas legjendës, Karonti plak me varkën e vet merrte të vdekurit dhe i çonte matanë për në Ferr dhe u vinte nga një monedhë tek sytë. Sot e kësaj dite në Çamëri ka mbetur ky zakon.

- Ishte i mbyllur skenari me të gjitha faktet dhe të dhënat, apo ju gjatë xhirimeve qëmtuat të tjera?
Kur bëhet fjalë për një film dukumentar ka një gjë: Nëse përpiqesh të arrish atë që ke shkruar, ke dështuar. Skenari jep idetë, ngacmimet të cilat shumëfishohen dhe pasurohen me faktet që zbulon gjatë xhirimeve.

-Sa dëshmitarë keni takuar gjatë xhirimeve, cili ka qenë më i vjetri prej tyre dhe në cilat vende i keni takuar?
Mund të kem takuar mbi 100-120 vetë. Pjesa më e madhe e intervistave janë realizuar me dëshmitarë çamë, që jetojnë në Shqipëri, një pjesë janë realizuar në Amerikë ku ka një komunitet të madh e të fuqishëm shqiptarësh çamë, sidomos në Detroit, në Nju Jork dhe në Filadelifa. Në këto vende ka komunitete çame që merren me biznese, por edhe lobojnë për çështjen. Midis tyre gjeta njerëz që ruanin kujtime shumë të freskëta nga shpërngulja, kur kishin qenë 15 apo 17 vjeç. Rrëfenin mirë. Por kemi takuar edhe në Greqi. Përshembull, kemi intervistën e një plake mbi 80-vjeçare e cila na thotë: “Doni të këndoj një këngë shqipëtare? Ja tju këndoj një këngë shqipëtare!” Dhe na këndon këngën shumë popullore të Ninushes.

-A mendoni se me këtë film jeni bërë pjesë e lobingut për çështjen çame?
Çdo gjë që bëhet për çështjen shqiptare është lobing. Politika, artistët, gazetarët, kudo qofshin bëjnë dhe duhet të bëjnë natë e ditë lobing për shqiptarët dhe trojet shqiptare.

-Ishte e vështirë të takoje dhe të vilje dëshmitë e çamëve që jetojnë në Greqi? A kishte frikë për tu deklaruar çam?
Të them të drejtën, si në eter ishte ndjenja e vështirësisë. Herë-herë, kjo duket edhe në film. Kemi xhiruar një nënë 85 vjeçe, ajo na thotë këngën e Ninushit, shumë e njohur në mbarë Shqipërinë dhe në trevat e Jugut dhe në trevat veriore të Greqisë (që janë treva shqiptare). Në këtë valle të kënduar, here- herë ajo hedh sytë e trembur. Gjetëm edhe një burrë mbi 80 vjeç, na foli edhe ai shqip, edhe të tjerë që nuk i vumë në film, sepse ishin shumë. Pamë që kishte një lloj stepjeje.
Herë-herë, kur flisnin për çamët e fesë myslimane, thoshin “turqit”, sepse ruanin në kujtesë përzënien e shqiptarëve nën etiketimin turq. Kjo ishte gjurma e propagandës greke që turqit duhet ti çojmë në Turqi dhe grekët nga Azia e vogël duhet ti sjellim në Greqi.”. Ishte një propagandë që i ka bërë lavazh truri shumicës së njerëzve.

-Ju keni përdorur në këtë dokumentar që sapo na vutë të shohim, një numër fotosh të vjetra. Ku i keni gjetur këto materiale, krahas xhirimeve të një realiteti të mbërritur deri sot?
Në radhë të parë, skenaristi, meqenëse është punonjës i Muzeut Kombëtar, na vuri në dispozicion gjithë arkivën fotografike dhe dokumentareske për Çamërinë. Gjithashtu, kemi përdorur pjesë nga Arkivi Qendror i Filmit, (aty kam marrë pjesë nga krijimtaria ime e viteve 70-90). Janë një sërë filmash prej të cilave kam marr pjesë siç është: “Lidhja Shqiptare e Prizrenit”, “Bashkëkohësit”, “Kështjella e këngëve” etj, ku kam qëmtuar ato anë vizuale që më interesonin në idenë e transmetimit të mesazhit. Gjithashtu, kam përdorur arkivën e shtëpisë filmike “Bota Shqiptare” të pas 90-s, ku janë 20 vjet krijimtari, fakte, filma të realizuar. Pra, është përdorur një arkivë e bollshme për të materializuar idenë e genocidit të përdorur mbi këtë popullsi martire, të diskriminuar. Është një popullsi që ka pësuar genocidin, ashtu si pohon një gazetar grek që flet në këtë dokumentar, apo profesori Vasillos.

-Sa kohë ju është dashur për realizimin e xhirimeve ku përfshihet edhe koha e gjetjes së qytetarëve çamë-dëshmitarëve të genocidit?
Filmi ka një kohëzgjatje të madhe që lidhej edhe me xhirimet jashtë shtetit, edhe me xhirime brenda Shqipërisë ku punon dhe jeton komunuteti çam, edhe me hulumtime për të sjellë të vërtetën. Pra, është dashur rreth 1 vit. Në mënyrë të veçantë është punuar me montazhin e filmit, me një punë të kualifikuar të montazhierit Lulzim Sula. Kemi punuar gati një muaj e gjysmë në post-produksion.

Vështirësitë e xhirimeve pa leje

Për një rregjisor nuk është gjithçka fushë me lule. Një skenar në dorë dhe një kamer mbi sup nuk i bën gjithnjë gjërat të lehta. Pengesat politike, ideologjike apo administrative shfaqen në formën e lejeve të posaçme që duhen nxjerrë për të xhiruar. Regjisori Kujtim Gjonaj na tregon një rast nga xhirimet në Vatikan. “Ambasadori ynë në Vatikan ishte Jul Bushati, miku im i fëmijërisë, doktor i shquar i pulmoneve,- tregon regjisori.- Na thotë se duhet të nxjerrim leje për të xhiruar. Ndërkohë ne ishim me shërbim dhe nuk mund të prisnim sa të miratohej leja nga Vatikani. Ishte e vështirë në fakt, edhe pse ne kishim marrë intervistë ministrin e jashtëm të Vatikanit, një kardinal tepër dashamirës ndaj Shqipërisë dhe shqiptarëve. Ai na ishte shprehur: “Ua dimë për nder që na keni dhënë një Nënë Terezë”. Kështu nisëm xhirimet fshehurazi. Herë na pengonte policia e Vatikanit, herë nxirrnim kamerat në dorë, herë me stativ...trimëritë tona. Sepse kur e ke kameran në dorë dhe është e vogël, quhet kamer amatore. Por po panë stativ, thonë: “Profesionistë” dhe aty të bllokojnë. Në përgjithësi kamerat profesionale mundohen ti ndalojnë të xhirojnë pa leje. Kur më në fund na del leja, vjen Juli, ambasadori, gjithë gëzim të na japë lajmin. I themi: “Të faleminderit, por ne xhirimet i mbaruam. Xhiruam me mënyrat tona”. Njësoj na ndodhi edhe me rastin e xhirimit të Nënë Terezës...Megjithatë, nuk është e pamundur të xhirosh,- tregon rregjisori i dokumentarit. -Në kohën e Enverit na thoshin “Mos iu afroni Enverit”. Por detyra e kameramanit ishtë të xhironim Enver Hoxhën. Kështu përplaseshim gjithnjë. Ne u thoshim këtyre të Sigurimit: “Zotëri, ti bëj punën tënde, na lër të bëjmë tonën. Gjatë xhirimeve në Çamëri nuk kemi patur shqetësime dhe kjo vjen edhe prej faktit, se grekët janë pjesëtarë të Evropës moderne, nuk kanë komplekse”

Dy historianë grekë flasin në filmin shqiptar për Çamërinë

-Çfarë faktesh të reja sjell ky film për Çamërinë, të cilat nuk janë bërë ende popullore ?

Në përgjithësi, ne si popull nuk kemi ndonjë njohuri të plotë për Çamërinë. Vitet e fundit, sidomos edhe të këmbënguljes së komunitetit çam, kanë nisur të bëhen të njohura shumë ngjarje e dokumente. 10-15 vitet e fundit ka lulëzuar një lloj letërsie e tërë e shkruar nga shkrimtarë çamë, një letërsi qoftë dokumentareske, qoftë artistike. Në këtë drejtim ka nisur të hapet dritarja mbi Çamërinë. Përshembull, pak vetë e dinë se lumi Akeron me një legjendë interesante është në tokën çame. Pakkush e di se Dora DIstria ka origjinë nga qyteti i Pargës, që Kolë Idromeno i ka rrënjët nga Çamëria më parë se nga Shkodra. Apo që Marko Boçari, Xhavello etj, figura të krahinës së Sulit i kanë thënë shumë revolucionit grek. Në film vijnë fakte të reja se si një grup piktorësh të mëdhenj me zë në Evropë, ndër më të njohurit në Stanboll dhe në Francë, nga familja Dinej, janë me rrënjë nga Çamëria. Ky film ndriçon faktin se Bilal Xhaferi, që u arratis në vitet e komunizmit dhe punoi në Amerikë, është gjithashtu një poet perl i shpirtit çam.

-Z. Kujtim! Përveçse në Shqipëri, cilit publik do ti drejtohet tjetër ky film? Dhe cilave qarqe u flet ai?

Në radhë të parë, filmi i drejtohet atij publiku, ku gjallon shpirti shqiptar, Amerikës, pasi siç thonë edhe disa personalitete amerikane në film, ai tregon për dashurinë dhe ngrohtësinë që tregoi Amerika kur priti këta njerëz. Gjithashtu, filmi i drejtohet publikut në Kosovë, që ka një histori të ngjashme dhe për këtë do të çojmë filmin në Prishtinë. Do të mundohemi të shkojë ky film të shqiptarët e Greqisë, por varet nga distriubucioni që i bëhet.

-Keni frikë se mos filmi pengohet të shfaqet në Greqi?

Unë nuk kam ndonjë frikë, por nuk mund të them me siguri nëse ky film nuk do të pengohet. Të shohim njëherë Premierën e madhe të filmit më 11 mars në Tiranë. Pastaj , do të japim edhe një Premierë në Vlorë dhe në Fier, ku ka gjithashtu një komunitet të fuqishëm çam. Filmi do të shfaqet edhe në një nga televizionet shqiptare që kanë shikueshmëri edhe jashtë territorit të Shqipërisë, por për këtë ende nuk kemi vendosur se ku.

-Në qarqet jashtë vendit çfarë ngacmimesh pretendon të japë filmi “Ëndrra e Çamërisë”?

Së pari, filmi duhet të ndërgjegjësojë politikën shqiptare, që të marrë me seriozitet problemin çam e të mos bjerë pre e konjukturave të momentit. Unë nuk dua të bëj politikë, se nuk jam politikan, jam artist, por dua të tërheq vëmendjen, se ajo që është çame është e çamëve. Filmi do ti flasë politikës evropiane që në përgjithësi e ka lënë pas dore problemin shqiptar dhe problemin çam në veçanti. Personalisht kam vërejtje serioze për politikën evropiane, por edhe për politikën greke, që e konsideron inekzistent si problem, kur ndërkohë, historianë grekë që ne i kemi në film, dëshmojnë se ky është një problem me rëndësi në politikën dhe marrëdhëniet mes dy vendeve dhe se çamët janë autoktonë.

-Pra, paska edhe dëshmi të sjella nga historianë grekë, që flasin pro çështjes Çame për dokumentarin tuaj?

Po, ka dy dëshmi të historianëve grekë dhe të një gazetari grek, i cili thotë se është përdorur genocid ndaj çamëve. Por ndëkrohë, këta nuk janë të vetmit shembuj. Ka mjaft letërsi deri në ditët e sotme, që pranon të vërtetën e tragjedisë çame dhe të ekzistencës së minoritetit çam në Greqi. Një autore e tillë është Elefteria Manta. Jorgo Margaritasi, po ashtu, një profesor universiteti dhe historian flet në librat e tij për përzënien masive të një popullate të tillë si Çamët, etj. Me këtë film i bëjmë thirrje edhe ndërgjegjes së qytetarisë greke. Jetojmë në një kohë moderne, nëse duam të jemi të integruar, kjo bëhet pasi të njohim vlerat e njëri-tjetrit, dëmet që i kemi shkaktuar njëri-tjetrit, kur të njohim padrejtësitë tona. Vetëm atëherë jemi të integruar vërtet dhe fqinjësia bëhet akoma më e mirë.

-Në dokumentarin tuaj, ka përveç të dhënave historike edhe të dhëna të tërthorta në rrafshin etnografik, vihen re kostumet, vallet, etj. Ishte ky një aspekt tjetër i vënë në fokusin tuaj, apo doli rastësisht?

Denisa, unë si dokumentarist jam i dashuruar me atë që quhet historia e vendit tim. Dhe kjo presupozon shumë gjëra. Duke u marrë gjatë me historinë e trojeve shqiptare, zbulon gjatë rrugës vlera unikale të kësaj race të mirë, që quhet racë shqiptare. Përshermbull, fustanella është element shqiptar, si thotë edhe Konica, ngjan me fustanellën skoceze, por është e veçantë e jona. Fustanella shqiptare sot është marrë nga grekët. Natyrisht, popujt japin e marrin me njëri-tjetrin, por fustanella është një element shqiptar. Nëse i bëjmë thirrje kujtesës, Faik Konica kur shkon në Amerikë për herë të parë, shkon i veshur me kostum kombëtar, me fustanellë. Dhe Noli në fillim mendoi se “çështë ky i çmendur që më vjen kështu!”. Por kur pa efektin mahnitës të prezencës së Konicës me këtë kostum, kur u duartrokit nga njerëzit, Noli më pas tha: “Zoti Konica paska pasur tepër të drejtë”.

-Çfarë do të na tregonit nga të papriturat e xhirimeve, qofshin surpriza (të mira) apo gracka?

Ecuria e filmit dokumentar në mënyrë të veçantë nuk është e paravendosur. Gjithmonë njeriu surprizohet dhe mendon që atë që kap, ta kthejë në një fakt artistik. Surpriza ishte historia e lumit Akeron. Gjithashtu, u befasova kur gjeta në Detroit një komunitet çam të fuqishëm, të cilët kishin krijuar një ambient të vogël Shqipërie atje. Visheshin me kostume karakteristike, kishin bërë oda karakteristike. Ata jetonin me ëndrrën e Shqipërisë Çame, ta kishin prezente. Ishin tepër të kënaqur, jetonn shumë mirë, por kishin një ndjenjë trishtimi brenda vetes, kishin një mungesë. Këtu do të perifrazoja një thënie të Nënë Terezës, kur e çuan në një azil tepër të bukur. Ajo tha: “Shumë bukur e kenë bërë, ju lumtë: Por u mungon diçka këtyre njerëzve: U mungon buzëqeshja.” Edhe këtyre shqiptarëve në Amerikë, u mungonte Atdheu. Ishin në Amerikë, por pa Çamërinë.

-Pse një dokumentar dhe jo një film artistik për Çamërinë me një histori kaq të pasur dhe episode të rralla për skenarë?

Sepse filmi artistik është shumë i vështirë. Duhen shumë fonde, bashkëpunime, është një sipërmarrje e madhe. Pastaj, filmi artistik mbetet një film artistik, pra një trill. Ndërsa ne deshëm të sjellim dëshmi të besueshme. Dokumentari është e vërteta e sjellë në ekran. Ne u përpoqëm të sjellim një copë të madhe të vërtete të asaj që e quajmë Tragjedia Çame.

-Keni menduar ta shoqëroni filmin me ndonjë pjesë përkthimi në gjuhë të huaj?
Kjo do të jetë në një fazë të dytë. Faza e parë është një film për shikuesin shqiptar. Më tej mund ta koncetrojmë përmbledhtazi për publikun e huaj, i përkthyer në gjuhët ndërkombëtare anglisht dhe frëngjisht. Aktualisht, filmi është i gjatë dhe kjo për hir të një kompromisi që krijuesi bën me veten, për ti dhënë hapësirë më tepër njerëzve të flasin. Përshembull, fare mirë mund të japësh idenë e shpërnguljes me dhunë edhe me dy intervista, por ne dhamë më shumë që tu jepnim mundësi të shpreheshin këtyre njerëzve të lënduar.

Itali, kërkon të hapësh një restorant, duhet testi i gjuhës

Milano - “Test për aftësinë në gjuhën italiane për të gjithë emigrantët që dëshirojnë të hapin një bar apo restorant”. Ky është propozimi më i fundit në vazhdën e propozimeve dhe deklaratave antiemigrantë të “Lega Nord” në Itali. Sipas propozimit të bërë prej një zyrtari të lartë të kësaj partie në zonën e Lombardisë, duhet modifikuar ligji aktual mbi tregtinë. “Të dish italishten është e domosdoshme në një ambient publik, aq më tepër kur u ofron produkte të tjerëve. E gjithë masa duhet ndërmarrë për më tepër për shëndetin e konsumatorëve”, - ka deklaruar Fabrizio Cechetti në një tubim të forcës që përfaqëson.

Gjithnjë e më tepër, argumenton këshilltari rajonal, klientët humbasin shumë përbërës në pjatë për shkak se vuajnë nga alergjitë dhe irritime nga ushqime të ndryshme. Kjo sipas tij, mund të shkaktojë një situatë të pakëndshme në restorant që mund të vërë në rrezik dhe shëndetin e një konsumatori. Cechetti përfundon duke theksuar që niveli i italishtes që duhet të ketë një emigrant, nuk duhet ekzagjeruar, por mjafton që ai të marrë certifikatën e nivelit të parë (A1).

Shumë kritikë e kanë quajtur provokative një nismë të tillë të “Lega Nord”-it, madje Cechetti kërkoi dhe ndryshimin e nenit 41 të Kushtetutës. “Neni 42 sanksionon që iniciativa ekonomike është private dhe e lirë, por nuk mund të jetë në kundërshtim me nevojën sociale apo kur ajo vë në rrezik sigurinë”, - theksoi më tej Cechetti.

Sipas zyrtarit të lartë të kësaj partie, emigrantët mund të ndjekin dhe një kurs profesional ose dhe të komunës, mjafton që ai të ketë kompetencat e lëshimit të një diplome që njihet nga Akademia. Cechetti thotë se për emigrantët kjo nuk do të jetë një problem. “Shpesh ne gjendemi përballë personave ekstrakomunitarë që flasin gjuhën italiane shumë herë më mirë se ne që e kemi gjuhë nëne. Ne do të presim votimin rajonal për të parë dhe rezultatet politike të këtij propozimi”, - përfundoi juristi i Legas.

Greqi: “Ragusis, nënshtetësi për fëmijët pa mbushur 18 vjeç”

Përfitojnë edhe fëmijët që nuk kanë lindur në Greqi, që kanë bërë atje 6 vjet shkollë

Nënshtetësi për të gjithë fëmijët dhe për prindërit e tyre, të drejtë vote dhe nënshtetësi për të mëdhenjtë. Fëmijët që linden në Greqi dhe prindërit e tij jetojnë të ligjshëm në Greqi të paktën 5 vjet marrin automatikisht nënshtetësinë.

Projektligji

Fëmijët që nuk kanë lindur në Greqi, mirëpo kanë bërë 6 vjet shkollë në Greqi kanë të drejtë të marrin nënshtetësinë greke. Për sa i përket nënshtetësisë projektligji parashikon, që të mundet një emigrant të përfitojë duhet të jetë 5 vjet i ligjshëm dhe do të duhet të presë deri në dy vjet për përgjigjen nga Ministria. Për të përfituar nënshtetësinë emigrantët duhet të njohin mirë gjuhën greke dhe të jenë integruar në shoqërinë vendase. Gjithashtu që të marrë nënshtetësi një emigrant do të duhen tre vendas dëshmitarë, ndërsa do të kalojë edhe në test për gjuhën,të njohë Kushtetutën dhe Historinë e Greqisë. Nuk do të jepet nënshtetësi tek ata që kanë qenë të dënuar. Gjithashtu do të jepet e drejta e votës në zgjedhjet lokale.
Ministri Ragusis

Ministri i Brendshëm, Janis Ragusis një nga mbrojtësit më të flaktë të këtij projektligji është shprehur se Greqia është vonuar në marrjen e vendimeve për emigrantët dhe tashmë nuk kemi kohë për të humbur. Ai ka shpjeguar se me projektligjin e ri për emigracionin, grek do të bëhet çdo i huaj që e dëshiron dhe kështu hapet porta për brezin e dytë të emigrantëve. U jepet e drejta homogjeneve dhe emigrantëve që jetojnë mbi 5 vjet në Greqi për të zgjedhur dhe për tu zgjedhur në zgjedhjet për pushtetin vendor, por jo për kryetar bashkie apo kryetar i këshillit bashkiak.

Siç tha Ragusis, sipas studimeve që janë bërë, në zgjedhjet e muajit nëntor 2010 për pushtetin vendor, do të marrin pjese rreth 250.000 homogjenë dhe emigrantë. Kanë të drejtë të marrin shtetësinë, të gjithë ata që kanë lindur dhe jetojnë në Greqi, të paktën për 5 vjet, fëmijët që lindin në Greqi dhe deklarohen nga prindërit e tyre dhe fëmijët që studiojnë shumë vite në shkollat greke.
